"I can put insulation directly against a bare ground wire?

I am finishing my basement and the ground cable from my house connected to the water pipe on the main line a wall that I'm finished. I wonder if it would present a fire hazard to put insulation directly contact with the bare wire. My fear is that, if a malfunction thunderstorm the lights ground wire insulation.
