If a road is on a city map. May the road is considered public or remain private?

I faced an owner of the land "today on my way to work. This person informed me that the path I was on the road is on private property and I was in raid done. This road is on the city map in my area and has a street name. There is no door or signs to accept for 15 mph speed limit.

In Cleveland, where I live, there are private roads maintained by the homeowners on that street are also maps of the city. So yes it's possible that the truth.
